今年度の研究は、台湾において来年度から実施予定とされていた「長期介護サービス法」施行にむけた現状を視察し、実施前と実施後の変化を明らかにすることを目的に、視察調査を実施した。視察先は、公営施設、私営施設を織り交ぜ、4つの施設を見学した。施設視察から明らかになったこととして、まず、日本と同様に、介護職につくものは、女性が圧倒的に多いことだった。つぎに、外国籍（ベトナム、フィリピン）のヘルパーは、公営施設ではおらず、私営施設に少数雇用されているだけであった。背景には、施設利用者が外国籍のヘルパーをあまり好まないということがあった。特に、富裕層が入居する私営の施設では、そのことが顕著であり、すべて自国のヘルパーを雇用していた。外国籍ヘルパーを好まない理由の1つに、コミュニケーション手段としての「言語」の問題があった。また、わずかながら、雇用されていた外国籍のヘルパーは、自国のヘルパーよりも若干賃金が低かった。今後、日本においても、介護労働市場では、雇用人材不足を理由に、外国籍のヘルパーが公営、私営施設にこれまで以上に増加することが予想される。だが、台湾と同様に、利用者からの外国籍ヘルパーに対する抵抗感が薄まらないと、人材不足を補えるほど、外国籍ヘルパーは増加しないと考えられる。最後に、この視察内容の報告と有識者との意見交換もかねて、シンポジウムを開催した。シンポジウムでは、台湾、中国、韓国の介護実情に精通している講師を招き、活発な議論が行われた。
