项目摘要

今年度はレソトでの現地調査を実施し、村内の自然環境と生業の変化を追跡調査した。その結果、出稼ぎ人口は増加し、職種も多様になっていた。男性の仕事であった出稼ぎが現在は女性も家事労働で従事しており、祖父母や親戚に子供を預けて夫婦で行くことも珍しくない。村の暮らしは以前にも増して現金が重要になり、燃料も薪や牛糞をメインに使いつつ、どの世帯もガスを購入していた。耕作放棄地はなく、農耕は自家消費用の穀物を得るために引き続き実施されていた。しかし近年は収量が少なく、収穫したトウモロコシやコムギは半年ほどで食べ尽くす。残りの半年はトウモロコシ粉を購入せざるを得ず、食費が増加していた。しかしそうして必要な現金も仕送りで賄えていた。送金は、以前は帰省時に手渡しをしていたが、現在は身近なスーパーが送金サービスを提供しており、ほとんどの出稼ぎ者が利用している。土壌侵食が深刻であった薪の採集地は、懸念していたほどの荒廃はない。採集される灌木の大きさも採集の頻度も変化がなかった。変化があるとすれば採集に行く人数の減少であるが、その点についてはデータが得られていない。スリランカ山村においても現金収入源は農地から賃金労働に移り、自家消費のため稲作を実施していた。両村とも主要な生業が賃金労働にシフトし、最低限の食糧確保のため農耕を営むことで土地を持続的に利用していると言える。そうした形態を維持できるのは賃金労働へのアクセスがあるためである。スリランカの調査村は町までバスで10分の立地である。レソトの調査村は孤立した山岳地にあるが、南アフリカという出稼ぎ労働の大きな市場があり、かつレソト農民を労働者として受け入れるシステムが整っている。両村とも、現金稼得の手段を自然環境から賃金労働に移したことによって、村内の自然環境への負荷が和らいだ例であろう。
