研究目的・実施計画：前年度に続き、本年度の研究目的は、「政治過程の外部にて表される市民の感情を、政治過程において公正に代表すること」の意味の解明・擁護である。この目的に照らし、(1)公正性の規範的根拠の精査、(2)「感情の代表」実践への公正性の規範的要請の擁護、の二点を研究課題とした。研究成果：(1)について。本年度の研究では、前年度の研究を通じて擁護した社会関係的平等主義に基づく「両立主義」の含意として、一定の条件下では票の不平等分配などの政治的不平等が正当化されうる、という論点を提示した（小林卓人, "Can Social Egalitarians Reject Political Inequality?"日本政治学会2019年度研究大会, 成蹊大学, 2019年10月5日）。従来、社会関係的平等主義は政治的平等の強固な規範的基礎であると考えられてきたが、本研究はその見解に対して修正を迫るものである。加えて、分配的正義論の一潮流として発展してきた社会関係的平等理論がデモクラシー理論に対して有する規範的含意を明らかにした点で、本研究は規範的政治理論・政治哲学全体の発展にも寄与する。(2)について。「感情の公正な代表」という実践の擁護は、(1)で言及した社会関係的平等主義との整合性・理論的体系性を保ちつつ行う必要がある。特に、社会関係的平等主義が政治的不平等の正当化の余地を認める以上、市民感情の代表もまた、一定の不公正を伴うことが正当化されうる。この論点は代表理論において新奇性を有するが、本年度の研究では研究成果の発信に至らず、構想段階に留まった。今後の研究では、感情・代表・社会関係的平等といった概念を幅広く扱う研究（James Lindley Wilson, Democratic Equality, Princeton: Princeton University Press, 2019）を先行研究とし、その批判的検討をもとに、社会関係的平等主義の立場から感情の代表に対する規範的要請を精査することを予定している。
