東北地方における技能実習生・特定技能外国人受け入れ最大県の宮城県に着目し、水産加工業で就労する技能実習生・特定技能外国人を対象とした以下の研究・支援活動を実施した。１．技能実習生・特定技能外国人を対象としたパイロット調査：石巻市牡鹿地区、気仙沼市の水産加工業、建築業で働く実習生等への聞き取り調査を実施した。インタビューに事業所の社員が同席するケースもあり、技能実習生が自由に発言できる場が担保されているとはいえない状況であったため、データ収集方法の軌道修正について意識を向ける良い機会となった。２．上記の結果を反映させた本調査の準備：質問紙調査の設問を本研究チーム以外の専門家の話を聞きながら吟味・決定した。日本語で作成した質問紙を技能実習生出身国上位3国（ベトナム、インドネシア、中国）の3か国語に翻し、Google Formを作成した。３．気仙沼の技能実習生管理団体を訪問し実習生のリクルーティング、来日後日本語研修、生活適応支援につきインタビューを実施した。４．技能実習生を受け入れる事業所の社員を対象としたケース・スタディ：インタビュー調査を実施し論文を執筆５．技能実習生・特定技能外国人との意見交換会・交流会の実施：日本文化（七夕、食文化）をテーマとした交流会を石巻と気仙沼で開催した。６．技能実習生・特定技能外国人が直面する問題に対する啓発セミナーの実施：専門家を招聘し研究会および移民問題に取り組む東北大学生向けのセミナーを実施した。これ以外に、宮城県との比較研究を行うために、同じく水産加工業で働く茨城県大洗地区の技能実習生・特定技能外国人を対象にインタビュー調査を実施した。さらに技能実習生を含む外国人を対象とした日本語教育プログラムを提供する茨城県国際交流協会を訪問し、ヒアリングを行った。
