本研究は、近年頻発化・甚大化する傾向にある自然災害に対して、【自助力を能動的に促進させる総合的な防災教育プログラム】の開発を目的としている。研究は、第一段階としてこれまでの防災教育プログラムの先行研究や実践などから有用なものを選抜し基本案を立てる。第二段階として基本案を試行的に実践し、参加者に対するアンケート等から内容の検討や取捨選択を行い、プログラム案の充実を図る。第三段階として第二段階で検討されたプログラムをさらに実践検証し、プログラムを完成させることが基本的な計画である。しかし2020年度から全世界を襲った新型コロナウィルスの影響で、2021年度に計画された第一段階の試行的実践を一度も行うことができなかった。2022年度に入り、新型コロナウィルス感染は若干落ち着く傾向はあったものの、依然として影響は大きく、14回予定されていた実践は2回、被災経験者への聞き取りによるプログラムの検証は1回しか行うことができなかった。以上の理由から研究計画は大幅に遅れているため、防災キャンプに関する報告は実践報告が1本のみであった。防災ゲームに関しては、コロナ以前の実践があり、プログラムとしてはほぼ完成していると言える。ただし、「防災ゲームを作る」ことで大きな学びを得ることができるゲーム内容であり、難易度が高いと言える。今後、難易度を下げ「防災ゲームをする」ことでも「作る」と同様に効果的な学びを得られるよう検討を重ねている。プログラムを受講したことによる効果を検証するための尺度の作成に関しては、「自助志向力尺度」を測るものとして質問肢の検討を行った。今後アンケート等を利用し、有用性を検証する予定である。
