项目摘要

本研究の目的は、減災型土地利用に必要な対策や社会的要件を明らかにするために、外的・内的な防護行動意思決定要因を明らかにしたうえで、移住、土地移転など実際の土地利用に関連する防護行動を促進する政策、あるいは阻害要因となり得る規制や慣習の影響を実証することである。今年度は以下の手順によって、マルチレベルモデルに導入する意思決定要因の抽出を行った。（１）土地利用に関連する防護行動として、農家世帯による水田の洪水緩和機能維持活動の整理と関連する政策のレビューを行った。その結果、25都道府県において事例が抽出された。関連する活動主体、政策等の社会的要因について整理を行い、近年頻発する気候変動による災害激甚化と関連する要因が抽出された。洪水緩和機能の維持に関するレビュー結果を取りまとめ国内誌へ投稿するとともに、地理的な分布状況を解析した結果を国内の学会において発表した。（２）防護行動を被説明変数とし、集落および世帯毎の階層データ構造を持つ一般化線形モデルによる予備的な分析を行なった。説明変数には外的要因として環境要因（浸水履歴、洪水危険度等の災害情報、生態系による減災効果）、社会要因（居住密度、集落機能、自主組織の有無）、内的要因として世帯属性を設定し、防護行動に対して有意な変数を抽出した。（３）防護行動が土地利用に与える影響を明らかにするために、エージェントシミュレーションツールを用いて年毎の土地利用変化を推定するモデル構築を行なった。

The purpose of this study is to demonstrate the necessary factors for disaster mitigation and social protection. This year, the following actions are taken to extract the essential factors for rational decision-making. (1) Land use related protective actions, farm land related flood mitigation function maintenance activities, and related policies. The results, 25 cases were extracted. The main social factors such as the main body of the activity, the policy, etc. are arranged in the middle of the process, and the main factors of the disaster excitation are extracted in recent years. The maintenance of flood mitigation function is related to the results of the analysis of the geographical distribution of the results of the domestic society. (2) The protective action is explained by the number of clusters and the hierarchical structure of the world. The general linear structure is prepared for the analysis. Description of external factors, environmental factors (hazard information such as flooding risk and flood risk, ecosystem factors and mitigation effects), social factors (population density, colony function, presence or absence of autonomous organizations), internal factors, environmental attributes, and protective actions (3) Protective actions will be implemented to clarify the impact on land use and to use the equipment to estimate annual land use changes.
