河川や湖沼の水環境は流域内の様々な活動の影響を受けるため，水環境保全において多様な主体の参加が必要であり，各主体の特徴を活かして連携することで効率的かつ継続的な活動になる．本研究では『連携の効率性』に着目し，水環境保全を目的とする連携事例を対象に連携の効率性を定量的に測定すること，また，連携の効率性に影響を与える要因を構造的に明らかにすることを目的としている．2022年度の調査概要として，環境保全を主目的とするNPO法人を対象に，『NPO法人ポータルサイト』で公開されているNPOの事業報告書から、連携の有無の記載について確認した．また，連携事業がある場合は、事業内容や関係主体などについて把握している．調査の結果，現段階までに確認した事業報告書では当該団体が実施した内容のみの記載が多く，連携や協働についてはほとんど読み取れないことが分かった．そのため，団体のHPなどにアクセスし，明らかに他団体との連携事業を行っている団体を対象としてヒアリング調査をするために対象の抽出およびヒアリング項目の準備を進めている．一方，アンケート調査の設計についても並行して進めている．文献調査によって連携や協働の特徴を把握するための視点として，先行研究の調査と代表者が実施したNPOの連携に関する調査結果を参考にした．その結果，連携関係者らについて，①連携のための目的を共有しているか，②関わる団体がそれぞれ自立し対等な立場にあるか，③連携を通じて組織運営の改善や運営スタッフの学びがあったかなどについて確認することと下．また，連携のアウトカムとして，①連携をすることによって関係主体のネットワークが広がったか，②単独の団体で実施するよりも効率的に実施することができたか，③連携によって地域課題をどの程度解決することができたか，などについて確認する予定である．
