项目摘要

本研究の目的は、環境配慮と地域便益の両面を考慮した再生可能エネルギー事業における、複数案設定の方法、両面を包括的に議論することの合意形成上の利点と促進・阻害要因、持続性アセスを制度化する上での要件と課題を検討することである。今年度は、地域便益の具体策として営農型太陽光発電施設を対象として、千葉県匝瑳市ならびに神奈川県小田原市の太陽光発電施設の二事例を対象として、実地調査した。千葉県匝瑳市の事例は事業実施にあたり市民出資、災害時電源供給などの地域貢献策に取り組む事例で施設周辺1.5kmに居住する住民にアンケート調査し（169票回収・1598票配布）、この取り組みが施設の受容性に及ぼす影響を明らかにした。当該施設、市内での施設導入などの複数案と比較し、当該施設への受容性が高く、通常のNIMBY現象とは異なる結果が示された。一方、小田原市の事例では、営農型太陽光発電施設の立地に着目し、荒廃農地と通常農地の複数案と、営農型太陽光発電施設と宅地開発の複数案を設定して、施設周辺1kmに居住する住民へアンケート調査を実施した（154票回収・926票配布）。その結果、景観面に着目すると、荒廃農地への施設導入は荒廃農地のまま放置するよりも４分の３以上の回答者が支持していた。一方、通常農地と営農型太陽光発電施設の導入を比較した場合は通常農地のままの方が景観的に支持する声が高かった。また、宅地化との比較では両者が拮抗していた。以上の実地調査と分析から、荒廃農地の営農型太陽光発電施設導入が支持が高いこと、景観上も許容されること、市民出資や災害時の電力供給など地域貢献策を含む施設の受容性が高まることが示唆され、これらを複数案として提案することで合意形成に寄与することが示唆された。

The purpose of this study is to explore the factors that contribute to the development of sustainable development, including environmental considerations and the development of sustainable development.
