项目摘要

参加者全員の発電量と消費量の実績が与えられたとき、できる限り近距離で発電と消費を結びつけるアルゴリズムを開発した。これは輸送問題（ある財についてさまざまな供給量を有する複数の供給者とさままざな需要量を有する複数の需要者を、最小の輸送費用で結びつけるにはどのように輸送すればよいかという問題）のアルゴリズムを応用したものである。本研究課題で開発したアルゴリズムを用いれば、全参加者をいくつかの小グループに分けることができる。参加者の発電量の和（総発電量）と消費量の和（総消費量）が等しいならば、グループ外からの供給もしくは需要に頼ることなく発電量と消費量が一致するようないくつかのグループを形成することができる。総発電量と総消費量が等しくないという一般的な状況では、余剰の吸収や不足の補充ができる電力会社を参加者に加えることで、総発電量と総消費量を等しくできる。この場合、電力会社が含まれている1グループと含まれていないその他の（複数の）グループという2つのクラスに分けられる。この2つのクラスに対して、前回の科研費研究課題「再生可能エネルギー利用社会を支える経済制度の構築（平成29年度－令和2年度）」で私が提案した価格設定方法を適用できる。それによると、電力会社が含まれていないクラスには、含まれているクラスよりも有利な価格を与える。この価格設定を用いることで、できる限り発電量と消費量を一致させようとするインセンティブを与えることができる。さらに、開発したアルゴリズムに基づいて、実際に2つのクラスを生成するプログラムも作成した。これにより、各参加者の発電量と消費量のデータが与えられれば、できる限り近距離で需給を均衡させるような価格を提示できることになる。
