项目摘要

本研究の目的は、東日本大震災復興の途上にある、岩手漁業における生産主体のあり方を、カナダのブリティッシュ・コロンビア州（BC州）のケースとの国際比較を通して検討することである。今年度も新型コロナウイルス感染症の感染拡大の影響により、BC州に行くことができなかったので、岩手に加えて宮城等での現地調査を中心に行い、補足的に両国での鮭のふ化・放流事業等に関する研究のサーベイを実施した。ここでは調査結果を中心に実績の概要を記載する。調査対象とした生産主体等は、岩手県の洋野町漁協、新潟県の三面川鮭産漁協、岩手県と宮城県のさけます増殖協会、岩手県庁などであった。調査から、鮭の大不漁が続くなか、沿岸のふ化放流事業でさえ、「ヒト」「モノ」「カネ」などの循環システムが貧弱化し、事業そのものが根本的に問われるステージにあることが明らかになった。また、県の「量（捕獲数・ふ化放流数）ありき」の対応の不十分さが改めて浮き彫りになった。令和3年度実施の岩手県の津軽石鮭繁殖保護組合の調査から、「（広狭の）コミュニティ」がふ化放流を担う可能性が見出されたが、今回、三面川鮭産漁協の調査から、資源（生態）管理・調査や観光・文化促進をオープンにしながら、地域内外参加型スタイルで事業を進める可能性が示唆された。つまり、「ヒト」「モノ」「カネ」の循環システムのヒントがみられる。内水面（内陸河川）でのふ化放流事業の継続性が危ぶまれ、主体間関係の側面を含めて、資源管理（自然産卵の促進を含む）の充実にはほど遠く、事業の問題および課題が根本的に、かつ急ぎ解明されなければならない。この点が今回の調査から再確認できたが、ふ化放流事業そのものおよびその諸環境の多様性があるなか、岩手県の役割が改めて問われている。この点では、県に対する政策課題の検討、提示が、また県民レベルで鮭そのものの多面的な意義を問う作業が欠かせない。
