研究初年度となる2021年度は当初研究計画に基づき、釐金関係史料の収集および整理を中心に行なった。しかし、コロナ禍により中国での史料調査ができなかったため、日本国内でも閲覧が可能な『申報』を中心とした新聞史料とデジタルデータベースを用いた網羅的な史料収集を行い、その史料残存状況およびその種別を定量的に分析する方法を採った。その結果として300件弱の釐金関係史料を収集し、以下の知見を得た。a.史料の残存時期について。①1873年以降継続的に釐金関係の記事は掲載されている（釐金徴収は1855年に開始）。②一方、1880-85、87-93の間は釐金に関する言及がみられない。この時期はイリ事件、日本による朝鮮出兵、清仏戦争など清朝と諸外国との軍事的緊張が特に強くなった時期にあたり、軍費捻出の手段である釐金徴収に批判的な記事が掲載されなかったものと想定される。③1900年前後を境に、統捐に関する記事が増加。特に1904-05年に集中。この時期は1902年のマッケイ条約に代表される国際的な釐金廃止圧力の増加、翌1903年の江西巡撫柯逢時による統捐実施を求める上奏を端緒として、全国的に統捐に関する関心が高まったことが背景にあることが読み取れる。b.史料の性質について。①基本的には釐金の整頓、廃止を求める内容が多数を占める。ただし、批判の対象となるのは、釐金徴収における不正官員など、運用についての問題点に集中し、制度そのものについての批判は必ずしも多くはない。②言及される地域は発行地である上海、江蘇、浙江などが多いが、統捐実施期には各地域の実施状況を伝える記事も多くみられる。特に江西の統捐については詳細に伝えるものが多く、各省の官報でも江西省の統捐についての布告などを転載しており、江西統捐に対する全国的な注目が読み取れる。
