项目摘要

本研究課題の目的は、19-20世紀転換期におけるドイツ帝国海軍とドイツの工科大学との関係を、製品品質試験という事例から明らかにすることにある。それにむけて2022年度は、いかにして工科大学が、海軍の依頼に応えるに足る施設や設備を有するにいたったのかを、一次史料に基づいて検討した。検討に用いた史料は、シャルロッテンブルク工科大学（現ベルリン工科大学）が1904年に発行した報告書『ベルリン工科大学内王立素材試験局――開設に向けての覚書』である。これは1904年に大学内の複数の部門が統合して王立素材試験局が創設されたさいに、これまでの経緯と活動（1904年まで）について記録した報告書である。なおこの報告書をめぐっては2021年度にドイツ帝国海軍にかんする研究の動向を網羅的に再確認した際に、分析が及んでいなかったことを確認済である。この史料から、アウグスト・ヴューラーの素材耐久度試験に関する論考に端を発したこと、彼の後継の研究者（例えばシュパンゲンベルクら同大学の教員）により、素材の耐久性だけでなく機械技術の機能にかんする試験施設に発展したこと、それにより他機関や軍隊から多数の試験依頼を受け、公的な監査委員会としての立場を得るに至ったことを明らかにした。これにより、軍隊が民間の機関（とくに企業）を「篩」にかけたとするコマンド・テクノロジーを再検討する視角を得ることができた。軍隊が指定する技術的、品質的基準は軍隊内でのみ決定されるのではなく、別機関を介して客観的に判断されていた。この成果を、2022年10月21日に開催された大谷学会（於大谷大学）で報告した（報告題目「ドイツ帝国におけるコマンド・テクノロジーの嚆矢――素材試験局の誕生とその活動をめぐって――」）。さらにこの報告をもとに、6月に同大学の紀要である『大谷学報』に論文を投稿する予定である。
