项目摘要

本研究の目的は，有権者の情報処理メカニズムに着目して，選挙制度が投票参加に与える影響を明らかにすることである．2022年度は，（１）選挙結果を収集・整理した上で，サーベイ実験で提示する投票環境を検討すること，（２）これまでに実施した予備調査等の知見を踏まえて，実験デザインに改良を加え，調査を実施すること等を計画していた．（２）については，研究を遂行する過程で得られた知見を活用するために，新しく論点を加え，計画を一部修正した．具体的な研究実績は，下記の通りである．（１）選挙結果の収集・整理等においては，選挙制度ごとに投票環境の特徴を捉え，その特徴をサーベイ実験の設計に活かすことを試みた．具体的には，選挙制度の変更が行われ，その前後の選挙結果を長期にわたり収集可能である選挙区域を調査し，抽出した．その後，選挙制度ごとに，投票環境がどのような特徴を有するのかを検討した．（２）実験の設計・実施については，当初の計画を修正した．学会・研究会への参加，文献の調査等を通して，当初の研究計画に，いくつかの論点を加えることで，より妥当性の高い検証を行えると考えたからである．とりわけ重要だと考えられるのは，投票参加の有無や投票意欲の測定方法に関する論点である．そこで，投票参加の実態に迫るために，先行研究の動向を踏まえて，質問の文言に工夫を施し，アンケート調査を実施した．その後，投票参加の測定方法の妥当性等について得られた知見を整理し，今後実施する実験への適用可能性を検討した．

The purpose of this study is to focus on the information processing of voters, to clarify the impact of election system on voting participation, and to improve the voting environment in 2022. The investigation was carried out in the middle of the project. (2) The process of research and implementation has been improved, and new arguments have been added and a part of the plan has been revised. The concrete research achievements are recorded below. (1) Collection and arrangement of election results, etc., in the election system, characteristics of voting environment, characteristics of voting environment, design activities, etc. The specific selection system is changed, and the selection results before and after are collected for a long time. After the election, the voting environment is characterized by the election system. (2) The original plan was revised. Society·Research Association: Participation, literature survey, etc., in the original research plan, in the discussion of the argument, in the validity of the high middle of the test, in the conduct of the examination. The important point is whether voting participation is available or not, and how voting intention is determined. In addition, the voting participation status is urgent, and the trend of the first research is to step on the road, and the time for questioning is to be implemented. After that, the appropriateness of the voting participation measurement method was reviewed, and the applicability of the voting method was discussed.
