项目摘要

本研究課題では、中国広東省で2003年春に集団発生した重症急性呼吸症候群（SARS）と、同感染症が中国広州交易会への海外バイヤーの参加に与えた影響を自然実験として用い、輸出支援の効果を求めることを目的としている。広州交易会に参加する企業のリストと中国税関統計を接合したデータを用いた回帰分析の結果、広州交易会に参加する海外バイヤーの数が激減することで、SARSが起こっていない通常期の展示会参加と比較して、SARS期に参加した中国企業が海外バイヤーとの厳しいマッチ摩擦に直面していることが分かった。さらに、そのマッチ摩擦は小規模企業や非貿易企業において顕著であるが、他方でその摩擦の影響は短期的なものにとどまることも分かった。またこれらの対面における輸出展示会（輸出支援）の効果に加えて、特に新型コロナウイルス感染症以降、オンラインによる輸出展示会も盛んになってきている。そのようなオンラインにおける支援が企業の輸出に与える効果を分析するため、日本貿易振興機構（JETRO）により提供を受けた支援企業リストのデータを用いて、回帰分析を行った。その結果、今回提供を受けたデータでは、今回用いた実証分析に必要な仮定（差の差推定法における平行トレンドの仮定）を満たしているとはいえず、分析の改良が必要であることが分かった。さらに輸出支援政策のみならず、輸出を規制する政策が国際貿易にどのような影響を与えるのか。その疑問に答えるため、2018年7月に経済産業省により発令された化学物質三品目（フッ化水素、ポリミイド、レジスト）の韓国への輸出管理厳格化が、日本と韓国の輸出・輸入構造にどのような影響を与えたのかを分析した。その結果、管理厳格化対象品目の日韓貿易が減少したのみならず、同化学物質を用いて生産される半導体、半導体製品に用いられる半導体製造装置などの輸出・輸入構造にも影響があることが分かった。
