项目摘要

本研究は、地域基金を通じて地域公共財をファイナンスする仕組みがなぜ生み出されたのか、それは当該期の日本経済の発展や地域経済の近代化にいかなる意義を有していたのか、を明らかにしようとするものである。2022年度は、昨年度に引き続き史料の探索・収集・調査を積極的に進めるとともに、昨年度に収集・調査した史料の分析も行った。とくに基金運用益によって地域公共財をファイナンスする仕組みが導入される過程・経緯に関して、政策担当者の現状認識や政策意図を窺い知ることのできる史料の発見・収集に一定の成果を得られた。近世期のものについては、昨年度に発見された寛政～文化期の江戸幕府勘定所の内部文書に焦点を絞って、関連資料の収集に努めた。結果、勘定所役人（支配勘定）や代官所役人の家文書のなかに関連する文書を発見することができ、2件7点の史料を収集することができた。これらの収集史料は現在も解読・分析作業を進めており、おおむね90％程度は解読済である。これらの解読・分析の成果をまとめ、経営史学会第39回東北ワークショップ、経済史研究会等において発表した。来年度には、この成果を活字化して論文として公表する予定である。また、明治期のものについては、学校資本金（小学校の建設・維持のために学区ごとに拠出した基金）をめぐる文部省・府県学務課が作成した公文書類を幅広く探索した。その結果、政策担当者の現状認識や政策意図をうかがうことのできる史料を8件42点収集した。これら収集史料の解読・分析作業を進めた結果、おおむね30％程度は解読済である。
