本研究は、成果（アウトカム）重視の公共サービス構築のための理論研究を行うものである。その目的は、わが国地方自治体に、アウトカムベースの価値測定のフレームワークを提示することにある。本研究では、アウトカムベースの公共サービス提供に関するフレームワーク構築とそのプロセスから産出された「価値」の測定の方法を見いだすことについて目的としている。フレームワークの構築では、公共サービス提供によって価値を創出することを踏まえ、これまでの研究成果を通じてサービス提供プロセスを「価値創出」を視点に問い直す。その上で、プロセスから産出された価値をどのような方法により測定するか、先行研究の結果からその手法について導出する。最終的に公共サービスの提供に関するフレームワークに、価値測定の機能をビルトインすることで、自律的な公共サービスのマネジメントの実現を企図している。前年度の研究は、在外研究が実施できず全体的に遅滞していた。2022年度は、海外調査計画と合わせ、国内来日研究者へのアプローチを含め、研究内容を再構成した。すなわち、2022年8月、ノッティンガム・トレント大学ノッティンガム・ビジネススクール（NBU）のMartin Jones教授の来訪に合わせて、インタビュー調査を実施し、同年9月には、マンチェスター・メトロポリタン大学のRuss Glennon准教授の来訪に合わせる形で対面の機会を複数回確保し、インタビュー調査を実施した。その成果・示唆を得たこと踏まえて、2023年3月、英国への出張を行い、複数の関係者等からのヒアリング、意見聴取、討議を実施した。加えて、論文投稿の前提となる、学会報告（国際公会計学会関西部会　関下弘樹「公共セクターにおけるOutcome-based approach：昨今の研究動向を中心に」）を2023年3月に実施した。
