项目摘要

本研究は、精神障害者の雇用促進のために有効な支援の長期的な職場定着の要因の解明を目的とした調査研究である。本研究は3年間で、5年以上長期的なIndividual Placement and Support（個別職業紹介とサポート：以下IPS）支援の実態の把握から、他の支援と比較し、支援効果を明らかにする。IPS支援機関、重度精神障害者と企業の職場定着事例・職場定着しなかった事例から5年以上の長期職場定着の要因を明らかにすることである。本年度の研究は、前年度に実施できなかった全国の就労移行支援事業所に対するアンケート調査（3203か所：令和3年9月現在）を実施した。アンケート調査票の回収において、調査票に関する空欄個所等に関して、対象となる就労移行支援事業所に継続的にコンタクトを取り、極力空欄を無くすよう努力を行った。本アンケートの量的調査における量的分析および質的分析について着手しはじめたところである。さらに、IPSを受けて16か月以上職場定着した重度精神障害者に対して、その後5年以上の追跡調査に関するインタビューをスタートしたところである。また、前年度に上小圏域障がい者自立支援協議会就労支援部会と共同で実施した上小地区における総配布事業所数152社（※求人事業所台帳において、就業場所従業員数が65人以上の事業所で、令和2年1月6日(新システム稼働日)以降求人受理の実績のある事業所を選定）を対象とした企業アンケートに関して、本年度は量的調査に関して量的分析と質的分析を実施した。その際、企業における合理的配慮に関して、悩んでいる企業ほど障害者と「対話」を実施しており、企業と障害者の双方の着地点を模索していることが明らかとなった。この結果について、本年度は国内外において学会発表をして広く公表を行った。次年度は、全国の就労移行支援事業所におけるアンケート調査の結果の報告および学会発表等を実施し、広く公表をする予定である。
