项目摘要

本研究の目的は、学校においてSDGs達成に向けた消費者市民教育を実施するに当たり、消費者行政との連携の在り方を検証し、地方消費者行政で設置が進んでいる消費者教育コーディネーターの役割と可能性について実証的に検討することである。本研究の問題意識は、申請者が勤務する公益財団法人消費者教育支援センターにおいて、全国各地の支援業務を行う上で生じたものである。2012年に推進法が施行され、国や地方自治体に推進の責務が課せられても、なぜ地方自治体で学校との連携・協働が進まないのか、という課題を解決したいと考えたためである。そこで博士論文「地方自治体における消費者教育推進の阻害要因と改善策に関する研究」では、地方自治体における消費者教育推進の阻害要因を「消費者行政と教育行政間の縦割り行政（分断）」と特定し、先行モデルの成功要因分析から改善策について検討した。本研究ではその成果を学校や地方消費者行政の現場で援用し、連携・協働を実現していくための具体的な方策を一層深化させることを目指して進めている。今年度の研究の成果については、第一に、前年度に実施した地方消費者行政に対する量的調査をもとに、消費者行政と教育委員会や学校現場との連携のレベルを「実践コミュニティ」理論を援用してスケール化し、学会発表、論文投稿を行ったことが挙げられる。第二に、消費者教育コーディネーターによる意見交換会の実施による「実践コミュニティ」の構築と実践事例集の開発の一部に着手できたことである。この成果を活かして最終年度にはさらなる成果につなげていきたい。
