従来は、診療拒否のケースと言えば、交通事故や急患などに対するもの（いわゆる「たらい回し」）が中心であった。一方、近年ではそのようなケースに該当しない診療拒否の事例も、しばしば報告されている。そのような今日的な診療拒否の問題を通じて、適切な医療の提供のあり方、また、患者支援の方途を探ることが、本研究の中心的課題である。令和4年度は、A. 国内の実態調査およびB.理論的検討を進める予定であった。コロナ禍の学術研究への影響は、すでに多くの研究者が指摘するところであるが、この状況は徐々に改善しつつある。1. 第９回釧路生命倫理フォーラム（令和4（2022）年8月27日-28日＠オンライン）を開催した。当初は現地開催を予定したものの、諸般の都合で急遽オンラインで開催せざるを得なかった。2. International Society for Clinical Bioethics（国際臨床生命倫理学会）の第19回年次大会（令和4（2022）年11月11-12日＠岡山商科大学）を、研究代表者の宍戸が大会長、同分担者の粟屋が実行委員長となり、"Bioethics Renaissance: Building Peace, Dialogue and Coexistence."とのテーマのもとハイブリッド方式で開催した。本大会では、バングラデシュやインドの臓器移植に関する状況などを（部分的にではあるが）伺うことができた。また、エホバの証人の方からも、日本の状況について海外に発信いただいた。3. タシケント法科大学による招待講演（令和５年（2023）年3月7日＠タシケント）として、研究分担者の張が"Considering "Medical Care and Law" from the Perspective of Civil Law"と題した報告を行った。
