本研究は、自治体文化政策を展開するアクター間の関係に着目し、多様な主体間の連携や関係構築のあり方を検討することを目的としている。2022年度は主に以下２点の研究を行った。１点目に、地域版アーツカウンシルの役割についての調査である。アーツカウンシル・ネットワークが全国の状況整理に着手しており、ネットワーク会議へ参加しながら、議論と情報収集を行った。当年度にも長野県や名古屋市で設立されるなど新たな動きがあり、全国的に、設置の必要性、定義や役割、組織のあり方、人材をめぐる議論が高まりを見せている。アーツカウンシル・ネットワークと協働し、引き続き整理を行っていく。2022年6月に設立された長野県の信州アーツカウンシルは、大学と連携し、気候変動や環境問題と文化芸術の関係に目を向けるなど、広い観点から地方の文化政策を展開しようとしている点で、注目すべき事例であり、フォーラムへ参加し関係者へのヒアリングを行った。２点目に、自治体文化政策の理念、位置づけ、体制についての調査である。自治体文化政策の動向を、文化計画の策定状況、計画・ビジョンの内容分析、文化部局担当者へのヒアリング等の方法により調査した。2017年の文化芸術基本法成立以降、文化の役割を従前より広く捉えており、分野横断的な連携を理念に掲げているものの、その推進体制については未整備である自治体が多い。また、文化芸術の担い手の把握が困難であること、施策推進の根拠となるデータが未整備であること等の課題が浮かび上がった。また、調査研究と並行して、文化政策を広くとらえ社会の基層に位置付けることを目指す勉強会を重ね、成果として提言を公開した。その中で、自治体こそが地域の実情に応じて広く柔軟に文化政策を構想しうる存在であることを示した。
