本研究は、中国のアフリカ外交の変遷を中国外交に関わる多様なアクターの視点とアフリカ諸国の現地の視点を加えて考察するものである。研究の第一目標は、中国外交に関わる多様なアクターに着目して実証研究を行うことで中国の対外政策論の発展に寄与することである。研究の第二目標は、中国のアフリカ進出によりグローバル・ガバナンスがどのような影響を受けるかを考察し、グローバル・ガバナンス論研究の発展に寄与することである。2022年度は、研究資料の収集を行い、また二本の研究論文を査読誌に発表した。研究資料の収集は、対外政策決定と中国のアフリカ外交についての英語、中国、日本語の研究成果を収集し検討を加えた。研究論文 “China's policy towards Myanmar: Yunnan’s commitment to Sino-Myanmar oil and gas pipelines and Border Economic Cooperation Zone” では、中国の中央政府、地方政府の雲南省、そして国有企業に着目して中国のミャンマー外交を考察した。中国はミャンマーの港から雲南省へつながる石油・天然ガスのエネルギーパイプラインを建設し運営している。この二本のエネルギーパイプラインは、雲南省が企画し中央政府に提出し、国有企業の強力な支援を得たのちに、国家プロジェクトとして採用されたものである。中国政府は東南アジアの国々との経済外交関係の強化を図っており、地方政府の提案が国有企業などの強力な支援を得た場合には、中央政府の国家戦略に直接的に組み込まれることがあることが明らかになった。
