本研究の目的は，上下水道事業が直面する地理的・地形的条件や歴史的経緯などの事業環境をコントロールし，投入産出構造を精緻化した上で，経済理論に基づくベンチマーキング手法を確立することである．この目的を達成するために，２０２２年度に実施した研究成果は以下の三点である．第一に，上下水道事業に関する政策や最新情報を収集したことである．２０２２年度後半に国立国会図書館に出張し，上下水道事業に関する政策や最新の情報について文献の収集を行った．また，日本下水道協会の担当者と下水道事業を取り巻く経営課題について意見交換する機会を得，今後の分析の方向性について有用な情報を得ることができた．第二に，上下水道事業における費用構造，生産性，効率性の計測に関する先行研究をサーベイし，分析モデルや投入と産出をはじめとする分析に必要な変数を精査した．第三に，データベースの構築を進めた．『地方公営企業年鑑』と『下水道統計』をもとに，２０００年度から最新年度までの公共下水道事業の事業概要と財務データに関するデータベースを整備した．これらのデータベースに加えて，事業者の事業環境（地理的，地形的要因）に関するデータベースの整備にもとりかかった．事業環境に関するデータベースは２０２３年度の早い時期に完成予定である．以上の経過をもとに，２０２３年度公益事業学会全国大会と下水道研究発表会において公共下水道事業に関する研究報告を行う準備をした．
