本研究は景気の変動が看護職・介護職に従事する人材に与える影響を実証的に解き明かす事を目的としている。景気の変動は、教育機関への進学、および卒業後の進路選択を介して人材確保および人材育成に影響を与えうる。2023年度は、なかでも看護職人材教育に焦点を絞って分析を進めた。分析のために、まずは、厚生労働省の「看護師等学校養成所入学状況及び卒業生就業状況調査」の都道府県集計データを主に、都道府県レベルでの景気の指標とする失業率やその他の変数を接続し、都道府県単位のパネルデータを2006年から2021年まで構築した。構築したパネルデータを用いて、主な目的変数である入学志願者、入学者数、および卒業生数を、失業率に回帰する分析を行っている。また、看護師等学校養成所の全体数だけでなく4年制大学、3年課程、准看護師養成課程などにデータを分けることも可能であり、それぞれの課程ごとの入学・卒業状況の分析も行っている。暫定的な結果ではあるが、看護師等学校養成所への入学志願者数および入学者数は反循環的、つまり失業率と正の相関があることが分かった。特に、3年課程への入学状況でこうした相関が顕著にみられた。一方、卒業者数においては、全体では景気の変動にあまり影響していないが、4年制大学課程の卒業生数は失業率と正の関係がある結果を得た。これまでの分析結果は、看護師の人材育成状況は景気の変動と共に変化していることを示唆している。ただし、結果を因果関係として解釈するのは留意が必要であり、内生性を考慮した分析を行うことを検討している。また、人材育成への質的影響も掘り下げる必要があり、「看護師等学校養成所入学状況及び卒業生就業状況調査」ではまだ分析に用いていない細かい入学や卒業状況の情報が利用可能なので、そうした変数を用いて、より緻密な分析を行い、政策的に有意義な分析結果の提示を目指す。
