本研究は，小学校における35人学級の導入が，教員の就労環境や職務負荷（労働時間，仕事量，ストレス等）にどのような変化をもたらすのか，そして，その変化が児童・生徒の学力や非認知能力といった人的資本の形成にどのような影響をもたらすのか，を検証することを目的とするものである。この研究目的を遂行するためには，学校教員の就業環境および児童・生徒の学業成績や非認知能力等を一体的に把握可能な調査データを収集する必要がある。2022年度は，分析に必要なデータを収集するための調査を設計し，調査票の作成作業を実施した。同時に，調査協力自治体との打ち合わせ等もおこなった。年度後半にはプレ調査を実施し，調査の設計や調査票に問題がないかを確認した。
