介護人材確保策の一環として行われている介護報酬の引き上げや、介護ロボット導入のための補助金政策は、要介護高齢者の健康にどのような影響を与えているのか。本研究は、これらの政策が介護労働者の質（介護労働者の人数や保有資格、経験で計測）に与える効果に着目して分析を行う。初年度である2022年度の研究では、高齢者の健康状態に焦点を当てて、何が高齢者の健康状態、とりわけ要介護状態に影響を与えるのかについて、幅広く先行研究を概観した。具体的には、PubMedとEconLitの2つの検索エンジンを用いて「高齢者」，「要介護状態」，「政策」などのキーワードによる検索を行い、本研究の目的に適合した論文を抽出した。そして、介護に関する政策と高齢者の要介護状態との関連性について実証的な分析を行った先行研究を要約し、整理した。国外の政策では、職員の人員配置基準や職員の賃金引上げを目的とした補助金政策が、介護の質や高齢者の健康状態に与える影響について実証的に分析が行われていた。例えば、このような政策が介護従事者数に与えた影響にとどまらず、要介護高齢者の褥瘡悪化率、日常生活動作の低下率、拘縮や経管栄養の割合といった幅広い健康アウトカムへの影響が検証されていた。一方で、国内の研究では介護報酬の改正や介護ロボット導入補助金といった政策が、介護従事者の人数や賃金、離職といったアウトカムに与える影響は検証されているものの、介護労働者の質や、それが高齢者の健康状態に与えた影響について研究が限られていることを確認した。
