19世紀イギリスの国家と市民社会の相克を市場経済の成熟と規制という視点から実証的に検討するという本研究の課題のうち、官僚制の整備については、新設の省庁である身分登録本署(The General Register Office)と国家の代理機関であった大蔵委員会との往復書簡集の未刊行デジタル史料の分析を2022年度後半から進めつつある。併せて関連英文・邦文文献の収集と調査に努めた。国家と市場との関連については、自由な土地市場の展開を阻害する制度的諸要因の除去を意図した国家の政策に関する議会委員会報告書等の刊行史料の収集と参照が順調に進んでいる。また、1862年に設立された土地登録本署（Land Registry Office）が所蔵する未刊行土地権原登録史料を入手し、2022年度後半・2023年度から分析を進めつつある。同時に、18世紀初頭から地方の幾つかの拠点に設立された不動産譲渡証書登録事務所（Registry of Deeds）の特質と中央の土地登録本署との相違を解明するため、地方事務所の土地譲渡証書と関連文献の収集を行い、分析を進めた。土地権原・譲渡証書登録機関に関する本格的な歴史分析は英国及びわが国においてこれまで十分には行われておらず、本研究の試みは意義深い。「市場の失敗」の国家による解決策として登場した公的土地登録制度、取引費用を高める不動産譲渡専門弁護士手数料を規制する政策の分析も行った。更に、政府による土地取引効率化政策の有効性を探るため、市場の動向を検討し、農業不況との関連も分析中である。公衆衛生をめぐる国家と市民社会の相克については、19世紀にイギリスが経験した二度の天然痘大流行に対処すべく政府が採用した政策と市民社会の受け止め方を取り上げ、国家による乳児強制種痘制度と地方自治体による独自の拡散防止策、反種痘運動の実態をかなりの程度解明した。
