地域の中小企業による新規事業創出を創発的に促進するため，地域を仮想的に企業にたとえ，域内での自由度の高い試行錯誤を可能にするセミ・オープンイノベーションモデルをベースに，外部知識・情報の獲得やトランスファーを効果的に促進する，ゲートキーパーという役目を導入し，担うべき役割や有すべき能力を調査分析により明らかにする研究をスタートした。セミ・オープンイノベーションモデルの調査を通して判明した，中国・四国における新規事業創出の実績のある企業の経営者や技術責任者に「ゲートキーパー」としての仮説的な役割や想定される能力を提案し，新規事業創出の実績・経験と照らし合わせながら，ゲートキーパーに必要とされるニーズ的側面をインタビューデータとして取得した。実際には，テクノロジー・ゲートキーパーというテクノロジー・ゲートキーパーの概念を地域の中小企業の経営幹部に提案し，テクノロジー・ゲートキーパーへの期待感をインタビューとして記録し，定性的方法で分析した。テクノロジー・ゲートキーパーに求める役割に関するニーズには，ノウハウのバックボーンとなる理論による説明付け，理論と実務的なモノつくりに関する望ましい形のペアリング，垣根の無い議論や情報交換，教育の機会の提供などがあった。一方，産学連携に対する心理的障壁も少なからず存在するだけでなく，産学連携には否定的で，新規事業は自社で進めるに限るという意見，行政関係者や既存のコーディネーターに対する冷めた視線や不信感も見られた。今後，さらに追加調査を進め，比較分析も交えながら，テクノロジー・ゲートキーパーを軸とした，地域における中小企業による新規事業の創発的な促進のためのマネジメントモデルを構築するとともに，実装可能な行動規範あるいは指導や助言によってテクノロジー・ゲートキーパーの候補となる人材へ継承する方策の構築を進める。
