项目摘要

令和４年度においては、本研究の基本的で重要な拠り所となる理論体系について、文献レビューや資料調査による論点整理を重点的に実施した。併せて、関東地方においてコミュニティビジネス（またはその支援）、または地域経済活性化に取り組んでいるNPO法人に対してヒアリング調査を実施した。調査対象は、内閣府及び東京都のNPO法人データベースから抽出した14法人（全てNPO法人、2021年4月28日検索）である。この14法人について、活動実態を再精査した上でヒアリング調査への協力を依頼し、８法人から実際の調査協力を得ることができた。これにより、令和４年度においては、本研究の基本的で重要な拠り所となる理論体系に関する論点整理、関係資料に基づく裏付け分析、さらにヒアリング調査の成果の一部を活用し、２本の研究ノート、１本の論文（査読付き）に取りまとめた。並行して、ヒアリング調査結果の整理を進めた。この作業については、令和５年度にも継続的に進める予定である。令和４年度の研究の到達点として、次のことが言える。NPO法人による持続可能なコミュニティビジネスは、事業活動と収支構造の両面において実現が期待できる。一方で、事業の自立に重要な役割を担う安定的な財源の確保が求められる。地域課題の解決という公益目的の達成が必須要件として求められるコミュニティビジネスにおいて、自立性と継続性を実現する最も強力な財務基盤を提供するのは、共通価値を創造することができる独自の収益事業である。事業収益が公益目的と合致していることは重要である。同時に、多様な収入源を、当該法人の設立趣旨や目的に対応する組合せで確保することが求められる。合わせて、正規報酬待遇の職員や有償・無償ボランティアなど、多様な人材の効果的な確保も重要である。ただし、寄附金や補助金など不安定な財源に恒常的に依存することは避けるべきであろう。
