総合物流施策大綱（2021年度～2025年度）において、サプライチェーン全体の最適化のために「物流デジタル化の強力な推進」等を今後取り組むべき施策とすることが示されている。しかし、現状では、データの活用は一部に留まり、データを経営判断や現場改善の指標（KPI）として活用している物流事業者は多くはない。物流現場の各種ツール（デジタル機器）により取得されたデータからKPIを算出、経営層や現場層が問題を把握し、具体的な改善策の検討ができる体制が必要だが、その実態は明らかになっていない。そのため本年度は、実態調査を行うためのアンケートの設問項目を検討するために、物流事業者の経営層と現場層それぞれにヒアリングを行ない、トラック運送事業におけるデジタル化に対する意識について調査を実施した。その結果、車建の契約（貸し切り）では、積載効率の向上は収益向上に寄与しないため、積載率や実働率などは管理対象とはなっていないことが分かった。また、デジタコのデータから過去はエコドライブの評価を行っていたが、運転に問題のあるドライバーがいなくなったことから最近はエコドライブの評価として活用しておらず（データは取っているが見ていない）、物流2024年問題を控え、ドライバーの労務管理のために荷待ち時間等を把握する目的でデジタコを活用している事が分かった。このことからデジタル機器の活用の仕方が社会情勢や企業の状況によって変わってきていることが分かり、アンケート調査の際にはデジタル機器をどのような目的で活用しているのか確認しておくことが重要であることが分かった。また、次年度のアンケート調査に向けて帝国データバンク等の送付先住所の確認、修正作業を実施すると共に、アンケート調査の実施方法について検討を行い、有効回答数を増加させるための工夫として郵送とWebを組み合わせた実施方法を決定した。
