一般企業で働く移住女性労働者を対象に、パンデミックによる「働き方」の変容とその影響をWeb調査により把握し、ジェンダーとシティズンシップの視点から分析して政策課題を明らかにすることが本研究の目的のひとつである。対象は、厚生労働省「外国人雇用状況届出状況報告」でもその数が第3位となっているフィリピン出身者で、オフィスワーカーとして東京で働く女性に限定する。Covid-19のパンデミックによる影響は、トランスナショナルに移動してきた移住女性労働者には、特別の問題が生じていると予想される。そのため仕事や職場でみられる影響と家族や母国との関係などの実態を可視化するための調査の準備を進めてきた。調査設計のために、この2年間に蓄積された先行研究を収集した。内閣府やJILPTなどでの調査や研究論文、文献などを網羅的に把握した。その内容は流動的であったが、研究視点や質問方法を参考とした。一方、これまでにつながりのあるフィリピン出身女性3名に対して、対面による交流やインタビュー調査を重ねた。その結果、Covid-19の下でのリモートによる仕事の状況やどのように生活して乗り切ってきたか、また同郷者に起こった事件などリアルな実態を把握することができた。調査方法について、調査票を配布することに協力できるという意向を確認できたので、Web調査とペーパー調査を同時に行うこととした。調査設計の大枠をもとに具体的な調査項目を作成し、プレ調査的にフィリピン出身女性による検証を行い、調査実施の準備を整えることができた。
