本研究は、産業・労働・地域社会をめぐる持続可能性という観点から、これまでエッセンシャルワークとして可視化されてこなかった土木・建築部門の労働のあり方に焦点を当て、労働力不足の下での移民労働者の拡大と就労を取り巻く地域社会の変容について解明するものである。具体的な研究課題は、①国土開発と移民労働者受入れをめぐる政策分析、②インフラ形成を担う地域自治体および地域労働市場の構造分析、③労働者を取り巻く自然環境・就労生活環境と熟練形成に関する実証分析の３点である。2022年度は、主に先行研究整理と予備調査を通じて、調査研究基盤の構築に努めた。第一に、日本の開発政策と移民政策に関しては文献資料および直近の政策の動向についての資料収集に努め、担い手をめぐる産業政策と実態については建築学会・土木学会の研究会等への参加や行政・業界関係者との繋がりを通じて知見を深めるとともに、地域建設業を対象とした調査研究ネットワークの構築を進めた。第二に、実証分析においては、国内において予備的フィールド調査を実施し、地域建設業者5社、民間職業訓練校2校、労働組合3組織(全国組織1組織、地域組織2組織)に対して半構造的な聞き取り調査を実施した。これらの調査を通じて、地域建設業が直面する若年労働市場の現況や移民労働者受入れの背景、技能形成に関わる既存制度や新たな取り組み、雇用および労働条件等の実態と労働組合運動の動向について基礎的なデータを収集することができた。同時に、継続的な調査研究計画について検討・調整を進めた。
