本研究プロジェクトは，災害廃棄物の仮置き場設置に関わる重層的な合意形成プロセスを主題として，数理モデル・量的／質的アプローチの併用から理論・経験的に解明することを目的としている．プロジェクトの初年度にあたる今年度は，今後の研究推進に向けた基礎固めを企図として，先立って行っていた関連研究プロジェクトからの継続的な検討，および成果のとりまとめを行った．具体的には，自治体レベルでの仮置き場設置準備に関わる要因に焦点を当てた探索的な分析を行い，自治体の人的資源，およびデモ／ジオグラフィックな要因や産業構造を統制してもなお，過去の罹災経験が自治体単位での仮置き場設置準備を左右する要因であることを明らかにした．また，個人を対象とする調査データの分析から，自然災害へのリスク認知の高低が行為と必ずしも一致しない「リスク認知のパラドックス（risk perception paradox）」の存在を経験的に示し，個人の生来的属性や意識とも関連することを明らかとした．これらの知見は，将来の自然災害に備えた仮置き場設置に歴史的文脈という集合的特性が関わること，さらにはハザードに対する合意形成が必ずしも個人のリスク認知のみに帰着されない可能性を示すものであり，向後の調査・研究デザインに関わる示唆を提示している．なお，これらの成果は論文，および関連学会にて報告した．加えて，研究会を2回実施し，各担当の進捗の確認，および予定しているweb調査の調査項目とデザイン構築に向けた検討を行った．
