本研究の目的は、「障害者の日常生活及び社会生活を総合的に支援するための法律」（以下、総合支援法）に基づく地域支援事業のひとつである地域活動支援センター（以下、地活）の運営およびそこで行われている支援についての実状とその背景にある事業の促進要因・阻害要因を明らかにすることである。3年間の研究期間の初年度である2022年度は、地活を運営する事業所を対象に、運営基盤、支援事業の内容、支援にあたる職員、支援を受けている障害者等の状況について明らかにする目的で質問紙調査を行うためのプレ調査（主にヒアリング）と調査内容の再検討を行った。当初の調査内容を、運営法人に関する基本情報（組織、財政）、事業内容（Ⅰ～Ⅲ型の別、支援内容の詳細、併設しておこなっている事業の有無、相談支援の内容）、職員（資格、経験、研修の有無など）、支援を受けている障害者等の内訳などを想定したうえで調査内容を吟味した。事業者や自治体の関係機関におけるヒアリングから、利用者への日々のプログラム提供とともに地域住民から寄せられる相談件数は多く、内容も多岐にわたる。たとえば主な対象を精神障害者としている事業所では、ひきこもりの例に関する相談、未治療と思われる例など、多様な対応を求められており、特に運営規模が小さい事業所では相談支援には限界がある。限られた予算と人材という課題の他に、相談に応じる職員のスキル向上といった課題のあることも示唆された。一方で、自治体の保健所など関係機関からは地活のように多様なニーズを受け止められる事業の一層の充実を求められており、地活あるいは総合支援法の地域支援事業だけの問題ではなく地域の障害者施策および地域福祉施策全体の課題としてとらえる必要性が改めて示唆された。
