本研究の目的は、養護者による高齢者虐待に対して、①対応後にどのような基準で各自治体が「虐待対応の終結」を判断しているか、そして、②虐待は終結したが残された養護者の生活課題に対し、どのように継続した支援が行われているのかを明らかにし、養護者に対し継続して一貫した支援が行われるために、ジェネラリスト・ソーシャルワークを理論的根拠に据えて、③実践現場の実態を踏まえたうえで継続的な養護者支援方法論とそれに取り組むためのシステムを検討し、新たな実践モデルを提示していくことにある。そのために1年目は、まず、研究の推進母体でありアドバイザリーグループとして「養護者支援研究会」を設置し、行政や地域包括支援センターなどの高齢者虐待防止実践者、研究者、臨床心理士ら7名をメンバーとして参画を得、年3回開催した。そして、①と②の現状を明らかにするために、令和4年度は「市区町村における養護者による高齢者虐待の終結に関する実態調査」を実施した。本調査は「養護者による高齢者虐待」の終結の判断と、終結後の継続的な高齢者と養護者の本人支援に関する実態と課題を明らかにすることを目的に、「令和２年度 全国調査：厚生労働省」の結果で「養護者による高齢者虐待の事実が認められた事例の件数」が600 件以上の８都府県の376市区町村を対象に、郵送による調査を実施した。研究計画では、全市区町村（1,741）に対して調査を実施する予定であったが、予算的な課題や虐待対応の実績の多い自治体を対象にすることで得たいデータが得られやすいことを勘案し、サンプル調査とした。調査は2023年1月中旬から開始し、3月末日を締め切りに回答を依頼した。回答は、376市区町村のうち114件の回答があり、回答率は30.3％であった。
