本研究は３年計画を予定しており、１年目の2022年度は「基礎研究」と位置づけ、精神障害者施設における当事者参画型の職員評価に関連する情報収集と実情把握を行うことに主眼を置いた。主に取り組んだことは、(1)国内の１ヶ所のクラブハウスが取り組んだ当事者による職員評価に関するデータ収集、(2)国内のクラブハウスを利用する当事者へのフォーカスグループインタビュー、(3)クラブハウス国際認証の受審における参与観察、の３つであり、具体的な内容は下記の通りである。(1)日本クラブハウス連合に加盟する１ヶ所のクラブハウスが、2022年度に試験的に実施した当事者による職員評価で使用した評価表やその結果の概要が示されたデータから、その取り組みの把握を行った。(2)日本クラブハウス連合に加盟している３ヶ所のクラブハウスの当事者と職員を対象に、フォーカスグループインタビューをクラブハウスごとで実施した（2022年6月～9月）。職員評価だけでなく、施設評価に関することも含め、当事者がクラブハウス運営等に参画する意味、可能性、課題などについて当事者と職員の生の声を収集した。(3)日本クラブハウス連合に加盟している３ヶ所のクラブハウスが、2023年2月～3月にかけて「クラブハウス国際認証（Clubhouse International Accreditation）」を受審した。国際認証は、当事者と職員が共にクラブハウスの活動や今後の方向性を共有するものであり、職員評価とも関連するため、国際認証の雰囲気、プロセス、当事者の参画状況を把握するために参与観察を行った。
