本研究の目的は、中山間地域において地域住民の情報リテラシー能力の向上に係る活動によって、地域としての情報発信能力が向上し、その結果として、外部との交流人口が現実空間・仮想空間で増加するかを明らかにしていくことである。本研究では、研究の対象地域に岩手県奥州市北股地区を設定し、この地域での活動を進めている。研究期間1年目となる2022年度は、研究グループ内部で7回の打ち合わせを実施し、当該地区での研究の進め方に関する計画を立案しながら、当該地区の北股地区センターとも計11回（リモート会議形式3回：対面形式：8回）の会議を開催し、実証実験のフィールドとなる地域での実施体制や実施内容について、最終的な合意形成を進めた。このような合意形成を経て、北股地区に居住する住民の情報通信環境を調査することを目的とし「北股地区情報通信利用調査」を実施した。この調査では、北股地区の対象世帯132世帯（令和4年9月奥州市住民基本台帳ベース）に対して調査用紙を配布し、98世帯（74.2%）からの回答を得た。この調査から、スマートフォンの所有率は全国平均（88.6％）や岩手県平均 （80.3%）と比較するとやや低いが、回答者の約6割が所有しており、SNSの利用率については年代が上がるほど利用率が低下していることや、SNSを使用しない主な理由として「セキュリティの懸念」や「きっかけがない」ことなどの理由を明らかにしている。また、SNSの利用については、 LINE の使用割合や頻度が高く、コミュニケーションツールとして利用されていることが判明した。また、当該住民の多くがSNSの効果を実感しつつも「個人情報」やセキュリティに関する不安を持っていることが明らかになってきた。これらの結果は、2023年3月19日に実施した現地報告会において、当該地域の住民とも共有が図られている。
