本研究は、日本におけるバイリンガリズム（日本語と日本語以外の言語の習得、伸長）の理念に基づく教育機会保障に関する総合的な研究の一部として中国語を第一言語（母語）とする中国語系言語マイノリティを対象に、次の3点を目的に行うものである。第一に、中国語系言語マイノリティの保護者・児童生徒を対象に、第一言語教育に対するニーズの実態把握を行い、保護者の社会経済的背景、家庭環境、教育環境等の諸条件との関連から、かれらの第一言語（中国語）教育ニーズの構造を明らかにする。第二に、中国語系言語マイノリティが在籍する学校及び教育委員会に対して、第一言語（中国語）教育の現状認識及び教育機会として保障されるべき第一言語教育の理念や目的、方法、条件整備に関する認識について明らかにする。そして第三に、中国語系言語マイノリティの第一言語教育ニーズと、学校・教育委員会の第一言語教育の現状認識及び保障されるべき第一言語教育との比較考察を通じて、第一言語教育に関する条件整備のあり方について考察し、第一言語教育の機会保障モデルを構築する。今年度（令和4年度）は、　中国語を第一言語とする日本語指導が必要な児童生徒とその保護者に対してインタビュー調査を実施し、かれらが中国語による教育のニーズをどのように捉えているかについて、仮説的な理論枠組みを構築することとしていた。しかしながら、依頼予定であった児童生徒と保護者との調整が困難となったため、以前より作成中であった「地方自治体における日本語指導が必要な児童生徒を対象とした政策・事業の実態に関する全国調査(仮)」に本研究の目的、観点を加味したものに修正を行った。本調査の主な設問として、日本語指導 が必要な児童生徒に対する教育目的、方針や当該児童生徒に関する基本的なデータ、拠点校の有無、規模、特別な教育課程の編成、指導形態等である。
