2022年度は、本研究の初年度にあたることから、今後の研究方針の確認とその推進のための準備的な研究を行った。そのために研究代表者と研究分担者の参加による、3回の研究会を行った。4月25日の第1回研究会においては、地域公共政策士の調査や、EQF（European Qualification Framework）の検討などが行われた。地域連携や地域からの評価、現役の学生の地域連携活動の評価、卒業後の有資格者の活動評価、地方自治体の捉え方への調査、各大学の教員や事務職員の受け止め方などが検討課題とされた。第2回の研究会は7月22日に開催され、「ポートランド州立大学の人材育成システム－Center for Public Serviceに焦点を当て－」について報告があった。本研究課題との関係の確認、問題意識、背景となるポートランドの基本情報を踏まえながら、そこにおけるPSUの歴史や基本情報について確認評価し、特色ある地域連携型の教育研究体制をとるCenter for Public Service（CPS）の現状報告があった。CPSにおける教育支援体制やプログラム、スタッフミーティング、CPSスタッフに行ったインタビューについて報告があった。第3回研究会では、学びの経験に関する調査のために、先行研究のレビューを行い、今後の調査方針について議論した。地域公共政策に関する学びについて、現役の学生だけではなく、卒業後の市民への調査、地方自治体や大学への調査などの必要性が検討された。具体的な調査フィールドについても議論ができた。なお、研究代表者及び各研究分担者は、それぞれの分担にしたがって、調査研究を実施した。
