本研究は、明治前期における地方教育行政の形成過程を明らかにすることを通じて、地方教育行政をめぐる諸問題（教育行政の専門性と民衆統制、教育の内的事項・外的事項の事務配分）の原型とその歴史的性格を明らかにすることを目的としている。特に、教育に対する指導監督の必要がどのように認識され、いわゆる教育の内的事項・外的事項をめぐる教育事務の分配が歴史的にどのように問われつつあったのかを府県の地域史料に基づき明らかにすることを目指している。2022年度は、先行研究の収集と読解を集中的に行なった。先行研究をもとに、各府県が独自に設置した指導監督機関の設置状況について、文部省年報、文部省日誌ならびに府県教育史の確認作業を行い、全国的動向を整理した。学区取締から学務専任の郡書記、小学督業、その他の指導監督機関の設置は府県によって状況が大きく異なることが明らかになった。ここから、指導監督機関の設置に関する地域資料が残存していると見込まれる府県の資料調査に着手する準備を整えることができた。また、指導監督機関を設置した府県の公文書館または図書館や博物館等における県会議事録や地域新聞、地域の教育雑誌、その他役場文書等、地域資料の保存状況調査に着手することができた。これらの予備的調査をふまえて資料調査を実施していきたい。さらに、戦後教育行政学における内的事項・外的事項区分論の理論的整理を行い、教育事務の歴史分析を行うための視座を得ることができた。
