项目摘要

2022年度（本研究課題1年目）は、チャータースクール実践の中でも「キャリア教育」に関する研究実績が主となった。これまでは主要教科等の成果に着目してきたものの、本研究課題が最終的に「学校と組織間のインパクト」について明らかにしようとする以上、多様な教育実践も分析対象となっている。その分析の一つの視点としてグラノベッタ―の「社会的紐帯」を枠組みとしながら組織の関係性がどのような構造となっているのか、そしてその構造がどのように教育実践に寄与しているのか（またはしていないのか）という点について明らかにした。また、チャータースクールが誕生して40年程度経過しており、現在の法整備やチャータースクールをめぐる環境・条件も大きく変容してきたと思われる。その点についても文献等を基に議論・検討を行った。本研究が対象としているカリフォルニア州のチャータースクール制度は、これまで積極的にチャータースクールを導入しようとする州であり、現在でも全米で最も在籍生徒数及び学校数共に最多である。しかしながら、近年のチャータースクール制度は、児童生徒の達成度の評価に向けられるまなざしやアカウンタビリティの強化の潮流と共に、従来ほどの寛容さは低下している。そのような知見から、高い自律性が大きな特徴だったチャータースクールが成果や達成度という数値化された指標で評価されることの課題について議論した。チャータースクールの教育実践が及ぼすインパクトという点からも、本年度の研究実績は重要なものであり、今後予定されている海外調査に向けた基礎的な研究に位置づいている。
