本研究では地域部活動の教育効果について、シティズンシップ育成という観点から理論的枠組を構築、評価指標を策定し、部活動の地域移行、ひいては部活動改革と教員の働き方改革の前進に貢献することを目的としている。2022年度は、主に2023年度に行う地域部活動の先駆的事例となる地区への訪問調査実施に向けた準備のための研究が行われた。具体的には4回にわたる研究協議会、予備調査として徳島県徳島市「阿波十郎兵衛屋敷」、静岡県掛川市「大日本報徳社」ならびに「未来創造部Palette」、青森県むつ市「下北Jr.オーケストラ」への訪問、2023年度に行う質問紙調査ならびにインタビュー調査における質問項目の策定を行った。特に質問紙調査ならびにインタビュー調査の策定に関しては、シティズンシップ（市民性）の項目を①社会的道徳的責任、②コミュニティ参画、③政治的リテラシー、④アイデンティティと多様性の4項目に分類し、地域部活動を通じた各項目の育成状況について把握できる質問内容を検討し、一連の質問項目を確定、実施に向けた準備を整える段階に至った。本研究は、部活動の地域移行に伴うシティズンシップ育成効果の向上を仮説として提唱し、先進事例を分析することで仮説の証明を試みるものである。スポーツ庁と文化庁は2023年度からの3年間を部活動の「改革推進期間」と定めており、今後、地域移行・地域連携に向けた取り組みが一層活性化することが見込まれる。そのような中で、地域移行の取り組みがいかなる効果をもたらすか明らかにすることの重要性は一層高まっている。引き続き、研究実施計画に基づいた研究の遂行を目指し、地域部活動が有するシティズンシップ育成効果についての理論的枠組みの構築を目指す。
