本研究の目的は、自治省モデル・コミュニティ事業の実情を明らかにすること、さらにモデル・コミュニティ事業が50年以上経過する中で、コミュニティ施策がどのように受け継がれてきたかについて検証、そこで発現した課題を精査しつつ、今後に向けたコミュニティ再編の方法論を検討するものである。補助事業期間における初年度の研究実績については、鳥取県におけるコミュニティ施策について、鳥取県立公文書館をはじめ国立国会図書館等に所蔵される資料を中心に、鳥取県にある3つのモデル・コミュニティ地区（義方コミュニティ地区、稲葉山地区、上井地区）について、生活環境の施設整備とコミュニティ活動について明らかにした。鳥取県の事例ではあるが、モデル・コミュニティ事業におけるモデル・コミュニティ地区の設定方法やコミュニティ計画を含めたコミュニティ施策の運用方法について、明らかにすることができた。また、1972（昭和47）年、当時の自治省コミュニティ研究会が、2つのモデル・コミュニティ地区（大津市晴嵐コミュニティ、流山市八木南地区）を選定し、現地調査およびヒアリング調査した報告書がある。その一つ千葉県流山市八木南地区の現地調査、流山市役所へヒアリング調査を今年度は、実施することができた。当時の八木南地区では、コミュニティ・ホームと公園3か所が施設整備され、現在は2か所が現存し、そのうち1つのコミュニティ・ホームについては建替えされた。さらに3つ目のコミュニティ・ホームと公園については、現存はしているが、今後、この地域は区画整理事業が予定されていることをうけ、モデル・コミュニティ事業で整備されたコミュニティ・ホームと公園を今後どのようにするか、協議を進めることになっていることが、流山市役所のヒアリング調査でわかった。これらが初年度における研究実績の概要である。
