2022年度は、先行的に実施してきた近年の大規模水害で被災した市町村への質問紙調査、被災市町村に対する人的応援についての都道府県へのインタビュー調査、及び全国47都道府県への質問紙調査等の分析を行った。まず、平成30年7月豪雨の愛媛県、及び令和2年7月豪雨の熊本県の事例調査から、被災直後については総務省スキームによる遠隔地の自治体からの人的支援よりも、地理的に近い県や県内市町村からの派遣職員が多かったことが明らかになった。次に近年水害で被災した四県へのインタビュー調査の結果、被災市町村の首長へのサポートや県と市町村の連携の円滑化のため管理職の県職員が派遣されており、それが効果的と評価されていた。また、被災の大きい市町村に対しては、県の中に専門のチーム・窓口を設けて情報の流れを集約し、効果的であった事例がみられた。さらに都道府県及び水害被災市町村へのアンケート調査では、多くの都道府県が「リエゾン派遣制度」や「都道府県内市町村の相互応援の仕組み」、「都道府県職員の被災市町村への派遣制度」を有しており、実際の水害時にも被災市町村に派遣された実績が多いことが明らかになった。一方、「幹部職員の派遣制度」については仕組みとして定められていない都道府県が多く、派遣実績も少なかったことが明らかになった。これらの調査結果から、近隣（同一都道府県内）からの支援と遠隔地からの支援では、それぞれメリット・デメリットがあり、両者の組み合わせが重要であること、被災した県から市町村への人的支援では派遣する職員の職位（一般職員、管理職）に応じて担うべき役割が異なるため適材適所の派遣が求められることが考察された。今後、これらの知見を踏まえ、都道府県による被災市町村への支援体制が構築されることが求められる。
