本研究は、農業雇用労働力を基底（ベース）とした地域包括的なマッチングシステム（需給調整）の成立要因を明らかにすることが目的である。このためまずは農業雇用労働力を基底（基本的な従事期間・従事作業）とした上で、その閑散期の需給調整を農外セクターも含めた形で調整する仕組み、逆の面から言えば地域社会における中短期的余剰労働力を農業セクターで活用し、雇用環境・賃金環境を改善していく需給調整システムの成立要因を明らかにすることを目的とする。計画では、まず2022年度に需給調整の範囲を農外まで広げた事例、あるいは広げることが出来る可能性がある他産業との需給調整の仕組みについて事例分析を行うこととしていた。このため、既存研究を中心に農外を含めた需給接合が行われている事例を検索したが、「成功事例」と呼べるような画期的な対応は見受けられなかった。すなわち、種々の問題を抱えつつも小さな需給接合を組み合わせていくような対応が現実的であることが想定された。そこで、まずはこれまでの自身の研究成果を整理し、援農ボランティアという農外セクターかつ市場外の領域による農業労働力支援の取り組みについて改めて整理した。次に、農外の労働力供給者をICT技術を用いて接合する事例について整理した。ここでは先の援農ボランティアとは反対に、全てが市場での取引となるため、その労働力支援の対象層（農家・作業・地域）が限定されうるという仮説を得た。続いて、特定地域づくり事業協同組合に注目し、その概況について整理し、次年度に事例調査を行うための準備を行った。加えて労働力を広域展開する事例として、韓国調査を予定していたが、コロナ禍の影響が残っていたため、2年次以降の実施とするべく、確認すべき事項の調整や調査協力者との打合せ等を実施した。
