矯正視力不良や視野障害など何らかの見えにくさを有する小児（ロービジョン児）にとって、種々の工夫や配慮、視覚補助具等の適切な使用によって見えにくさを軽減させることは生活や学習をよりスムーズに行っていくために重要である。しかし、ロービジョン児は特別支援学校に在籍しない場合も多く、普通学級に在籍するロービジョン児の実態は把握されていない。このためロービジョン児に必要な配慮が必ずしもなされていない。本研究ではロービジョン児の学習環境の実態調査を行うとともに、抽出されたロービジョン児に対して詳しい視機能評価を行い、適切な学習環境整備を実践に移し、有効性を評価することを目的としている。どの程度の視機能のロービジョン児が普通学級で学習しているかを調べ、視機能の程度別に学習や生活における困りごと（ニーズ）を明らかにし、それに合わせた学習環境整備を提案する。研究は事前調査A、事前調査B、本研究に分け、事前調査A（矯正視力不良児童数調査）ではスクリーニングとして京都府内の小学校に研究への協力を依頼し、矯正視力不良や何らかの見えにくさが疑われる児童生徒数を集計する。事前調査B（ロービジョン児の学習配慮の実態調査）では、見えにくさに関して気になる様子がある児童生徒の保護者にアンケートを実施し、視力、眼疾患の有無、見えにくさに関する困りごと、現在学習上の配慮として行われていること、等について調査する。本研究では、当院（京都府立医科大学附属病院眼科）ロービジョン外来を受診しての詳しい視機能検査を行い、必要な学習環境整備を実施する。特別支援学校や弱視学級だけではなく、普通学級にも少なからず在籍するロービジョンケアが必要な児童生徒を早期に発見し、見え方に不自由を持つ全ての児童生徒に適切な学習環境を整えるための基本的なデータを構築する。
