项目摘要

本研究で実施予定の具体的な作業は、以下の通りであった。第一に、農家レベルのミクロデータを用いて、農家が講じる適応策の実施・阻害要因を明らかにすること、第二に、実際に適応策を実施した農家と、適応策を実施していない農家のデータから、因果推論の手法を用いて、適応策の効果を評価すること、第三に、行政、農家、農協などへの現地調査を行い適応策の実態を把握することであった。これらの作業をもとに、計量分析と現地調査の両面から、農家にとって効果的な適応策の普及方法について、政策的な含意を導き出すことを目標としていた。初年度は、山梨県の農協や農家を対象とした調査を実施し、農業現場における気候変動による影響や、適応策実施の現状についての情報収集を行った。また、全国を対象としたアンケート調査の結果を用いて、農家の適応策の実態や実施要因について検討した結果を取りまとめ、その成果を論文化した。これらの結果から農業現場においては、気候の変化やそれによる農作物への影響は実感しているものの、長期的な気候変動を見通した適応策に向けては課題も多いという現状を確認できた。適応策の有効性の評価については、当初想定していた方法と異なるものの、農家による適応策の実施を仮定したモデルを用いて、気候変動による影響を評価した。その結果、農家が適応策を自発的に実施するという仮定の下では、気候変動による悪影響は軽微であると推定され、適応策実施の重要性が示唆される結果となった。この研究成果については、国際学会や海外の大学におけるセミナーで報告し、成果の発信に努めるとともに、海外の研究者と意見交換を実施した。また、同成果について国際学会誌に投稿した。一方、以上のモデルでは適応策実施に関して仮定が置かれているため、その仮定の妥当性について、引き続き、ミクロデータや現場調査などを基に検討する必要があると考えている。
