今年度は国務に従事した雑任としてしられる書生と雑掌に着目し、彼らの活動と地方行政実務との結びつきについて検討を行った。書生に関しては、個別の史料を歴史的に位置づける作業を重点的に行った。その結果、書生への公的な給粮がはじめ書生全般に及ぶものではなく、制度的整備を通じて次第にその対象を拡大させていくという段階差が存することが明らかになった。既往の研究では、八世紀の早い段階から彼らへの給粮を通じて、一様に中央側からの把握を受けていたと理解されてきたが、九世紀にかけての地方行政諸制度の整備と軌を一にして段階的に雑任層を把握・認識しようとした、という見方がより正確であったことになろう。また『弘仁格抄』にのみ伝わる畿内書生に関する規定が、当該期の畿内における籍帳支配の回復の動向と密接に結びつくものである点を見出し、中央政府が造籍や校班田を担う実務官人として書生への待遇を改善しようとしていたと想定した。実態面で明らかになっていた書生の役割が制度的に裏付けられることになり、地方行政機構に有機的に組み込まれた雑任層の姿を復原することにつながる理解である。これらの知見は「諸国書生の存在形態とその把握」という題目で口頭報告を行った。雑掌に関しては、これまで国務への関与が重視されてきたが、相模国調邸関連史料の詳細な検討を通じて郡レベルでの輸送隊編成においても一定の役割を果たす場合があったことを明らかにした。これにより、雑任層が未分化な状態で国郡行政のいずれにも関与していたことが、古代地方行政の運営上不可欠なあり方であったという、重要な見方を導出するに至った。こうした私見の一部は、「古代における貢納物の輸送体制―相模国調邸の郡司代をめぐって―」と題して成稿・投稿を行った。
