项目摘要

本年度は、近代中国による領海制度を活用した漁業紛争への対処を中心に考察を進めた。具体的には、(1)1910～20年代に渤海・黄海海域で頻発した漁業紛争の経過と、(2)漁業紛争に対する日本・中国双方の対処、(3)南京国民政府による領海制度を利用した漁業保護政策を分析した。(1)については、「20世紀初頭の渤海・黄海海域における領海制度と漁業紛争」という題目で『史学雑誌』第131編第11号(2022年11月)に掲載された。この論文により、近代東アジア海域史の通史的理解に一定の修正を施すことが出来たと考えている。(2)については、「1920年代における漁場監視と日中関係――竜口・海州のマダイ漁場を事例として」という題目で『領海・漁業・外交』(晃洋書房、2023年3月)に収録された。この論文では、1920年代の東アジアにおける各国の中央政府と海域秩序の距離感について考察を行った。(3)については、2022年11月に東京大学本郷キャンパスで開催された史学会大会東洋史部会にて、「南京国民政府の漁業保護政策と日中関係」と題した口頭報告を行った。報告の成果は、現在雑誌論文として投稿中である。以上が本年度の主な研究実績となる。以上の研究を通して、20世紀前半の東アジア海域における秩序変動の経過がおおむね明らかとなった。特に1920年代半ばに入り、中国・日本の双方にとって漁業問題が内政・外政にまたがる問題として浮上してきたという点が明らかになったのは重要であると考えている。
