本研究では,1930年代アメリカ合衆国公立学校財務の州集権化の実態の解明を,特に集権化の傾向が顕著に見られた州,すなわちカリフォルニア州,ノースカロライナ州,オハイオ州を事例として実施した。そして1930年代には各州で公立学校財政関係法が制定され,公立学校財政制度改革が実施されたことによって,公立学校財政に対する州集権化が推進されたことを明らかにした。カリフォルニア州では,1933年法の制定によりカウンティによる公立学校財政負担が州に移行し,その結果として州の公立学校財政負担割合が増大した。ノースカロライナ州では,公立学校財政の均衡化及び経済化を目的とした1933年法が制定されることによって,州内のすべての学区が廃止され,州が一つの財政単位となって,公立学校に対して8ヶ月間に渡り経常費を中心とした必要経費を支弁することになった。オハイオ州では,1935年に学校標準教育法(the School Foundation Act of 1935)が制定され,同州における公立学校財政配分基準が全面的に改訂され,標準教育費プログラムが採用されることになった。その結果として州が州内の公立初等中等学校の年間教育費総額の約2分の1を支弁することとなった。この学校標準教育法には,各学区の教育委員会に対しては,各学区が編成する教育予算のコピーを州に送付することを強制する規定が盛り込まれていた。またカウンティ教育委員会に対しては,カウンティ内の公立学校システムを効率的・経済的なものにするために,カウンティ内の学区の領域の変更,学区の削減・統合,新しい学区の創設等をカウンティ教育委員会に実施させることを命令する規定が盛り込まれ,カウンティが州の命令に従わない場合には,州が直接的に実施する規定が盛り込まれていた。このオハイオ州における1935年学校標準教育法のもとでの公立学校財政改革は,1930年代アメリカ合衆国公立学校財政の州集権化の特に顕著な事例であることを指摘した。
