本研究の目的は、交付申請書にも記した通り、江戸幕府が元治元年(1864)に制定した「朝廷尊奉条目十八箇条」(以下、「尊奉条目」とする)について、(1)その制定過程および布達の形態、(2)制定・布達後における朝廷・諸藩側の対応、という基礎的な問題を検討することによって、幕末期段階の幕府による対朝廷政策の基調とその実効性を解明し、当該期の朝幕関係あるいは朝幕藩関係の研究を深化させるとともに、幕末政治史および国家史研究の進展に寄与しようとするものである。研究目的(1)については、研究代表者箱石大が本研究の開始直前に発表した論文(「公武合体による朝幕関係の再編-解体期江戸幕府の対朝廷政策-」山本博文編『新しい近世史1・国家と秩序』新人物往来社、1996年3月)によって、大まかな見通しを持つことができたため、本研究では(2)の問題を中心に調査・研究を進めていった。「尊奉条目」の中でも諸藩との関係で重要なのは、大名の上洛・参内について定めた第6・7条(=朝覲制)、大名による京都御所諸門の警衛について規定した第10条、大名による朝廷への領内国産品の貢献について規定した第12条であり、これらの箇条に関わる大名家史料の収集・分析に努めた。その結果、「尊奉条目」は、幕府と諸藩の在京勢力が政治的・軍事的な緊張関係にあった状況下で、幕府側が対朝廷政策に留まらない自らの主導による朝幕藩関係の再編・強化を志向する内容をもった法令であり、その実効性如何は在京諸勢力の動向に左右されるものであったことが判明した。今後は、(1)当該問題の要となった一橋(禁裏守衛総督)・会津(京都守護職)・桑名(京都所司代)の「一・会・桑権力」論を再検討すること、(2)幕末期京都の政治社会を構成した朝幕藩その他の在京勢力の実態解明(例えば、二条城ほか幕府関係の役所・役宅および京都藩邸の構造分析)などが研究すべき課題となる。
